Joe Scarpelli
As F.H. Paschen’s Executive Vice President, Joe is responsible for overseeing Business Development, Alternative Delivery Projects, Preconstruction, Recruiting, and operations of Paschen’s Mid-Atlantic office in McLean, VA. Joe started his career over 40 years ago with Paschen Contractors and was involved in several construction projects including Olympia Center in Chicago, IBM Semiconductor Facility in Manassas, VA and I-90 Cut and Cover Tunnel on Mercer Island, WA. He has extensive experience and substantial knowledge in estimating for design/build & CMAR, as well as lump sum projects for K-12, municipal, institutional, Federal, and private clients.
Joe was a member and officer of the ACE Tech Charter High School Board of Directors for ten years. He is also a member of the Chicago Building Congress, the City Club of Chicago, and was a founding member of the Association of Subcontractors and Affiliates General Contractor’s Advisory Board. Joe holds contractor licenses for the states of California, Nevada, Arkansas, Louisiana, Virginia, and North Carolina.
Joe has been involved with the growth of F.H. Paschen and enjoys the success of recruiting and developing young talent in the construction industry.
