James V. Blair

President and CEO

James V. Blair is President and CEO of F.H. Paschen, S.N. Nielsen.   In over 22 years with the company, he has served in a myriad of positions including Project Manager, Senior Project Manager, Project Executive, and Vice President of the Building Division.  Jim has contributed to the company’s success by managing the growth of the Building Division from a million dollar operation in the early 1990’s to a division that performs hundreds of millions of dollars worth of work annually.  As President, he strives to fuel the growth of the business by training, and promoting from within.  Jim played an integral part in the development of “FHP University”.  This in-house university has a comprehensive array of training classes for the company including project management, safety, quality control, and CPR, as well as teaching construction process and procedure “The Paschen Way” - with owner satisfaction as the primary objective.

Jim’s commitment to construction “The Paschen Way” ensures that we build our projects safely, to the highest quality standards, on time and under budget.  This is accomplished by creating positive work relationships with Clients and Subcontractors - both considered important “business partners”.  He is involved in establishing business relationships with disadvantaged businesses and extending those relationships to exceed project participation percentages. 

His goals include unifying the company with a direction toward continued growth and creating a positive work environment with Chicago's top employees.  Since beginning his tenure as President in 2008, the company has opened new offices in Louisiana, Indiana, Ohio, Georgia, and Virginia.  In addition, FHPSNN expanded its awarded work to territories involving almost a dozen new states. 

While overseeing the daily operations of the company, he also assists in expansion of business which fosters positive relationships within the contracting community, and plays a key role in managing the financial and legal departments of the company.  He has a broad work experience which includes programs such as the Chicago Transit Authority’s $250 million Brown Line Renovation Project (Project Executive), Chicago Department of Aviation’s $200 million Midway and O’Hare International Airports Remodeling Projects (Project Executive), and Chicago Public Schools’ $400 million Renovation Program (Project Executive).  Some of the many owners with whom Jim has partnered include United States Postal Service, Argonne National Laboratory, United Airlines, GSA, University of Illinois, IDOT, CPS, Chicago Department of Aviation, CDOT, Cook County, ComEd and various private enterprises.

Jim attended Creighton University (B.S.B.A) and resides with his family in the Chicago area. His leisure activities include fishing and boating.
